The Hydraulic Hammers were a test weapon added in the 2.0.0 (BETA 2) patch, and were the result of a collaboration with the TF2Maps weapon model contest Arms Race 2, not to be confused with the game of the same name. The weapon model was created by CoBalt, and first posted to the Steam workshop on August 4th, 2015. Due to a lack of documentation for Beta 2, and the weapon model being created with no stats in mind, what stats it possessed while in game are unknown.
